Attention has always been paid on this, from long time users at least.
Back in the ST days, all utilities i used were PD/SW. And like, 1/4 of the games too i'd say.
Especially thanks to monthly cover disks (french ST Mag for me, mainly), PD libraries, and of course disk swapping.
Also some resources list those:

Now if you suggest some presentation of valuable PD/SW softs and games should be done, especially for newcomers (but also for hidden good stuff that even long time users would have missed).
That would be a nice idea.
Maybe all ST user and fans should vote on Atarimania about their favorite software, this could help pointing people to good stuff?

https://www.atariuptodate.de/ keeps a list of actively maintained PD packages and also outdated ones. They will surely take your help to complete their database.

AtariUpToDate is the most extensive resource (10000 distinctive apps and growing) for PD/SW Atari software unless it's a demo. It's also one of the oldest ST websites still online (and still maintained).

The websites already mentioned are awesome. In fact, I use AtariMania and AtariUpToDate so much for what little I do for AtariCrypt. These are both fantastic resources for all types of PD software. I'd add Demozoo to that list too.

Also, I've only just posted a PD gaming video by Mike of the New Retro Show. A selection of games here just shows what this homebrew scene was capable of. Quite incredible.
