The origional problem has not been clarified as a short on the 5v rail. Sounds like it was the straw that broke the camels back fella, re-search for PSU failures, the cart might have had an internal short that wiped the PSU out.. But going off the bizarre faults and machines you encounter mate......you seem to have a different and challenging fault almost daily! So wher...

If reseating the chips helped, but not totally cured the problem, then I'd take the chips out completely, and clean all the pins manually, and use some degreaser on the sockets - carefully; if possible source new chips to replace what you have, follow Greenious' information, then you may cure or pin...

7407 is a hex buffer/driver w/open collector high voltage output, doesn't mean a lot does it?
