Other than Sound Lab, possibly Toto Sampler from Germany: https://www.atariuptodate.de/en/10124/totosam. Most samplers and sample editors were either 8-bit or 16-bit, Replay Pro is slightly different as I am sure you are aware that it is 8-bit, but can output at 12-bit. Therefore you may not get any...

Actually Sample Master was kind of a "break away" product from AVR / 2-Bit Systems released in 1991 to introduce people to sound and music on the "ST". Sound Lab can utilise Atari cartridge based ADCs, but it will be a matter of trying it out. I have never tried in favour of other 8 or 16-bit samplers and sample editors. As mentioned you could try Breakthru, or indeed Sequencer One which was Breakthru's predecessor. Other than that, you could try one of the many "digi trackers" which may support MIDI, like MaxYMiser. Those being trackers utilising samples, as opposed to "chip trackers", those utilising the ST's YM21...
