Atari ST machine’s with TOS 1.04 don’t need a FDD in order to start up, so best to leave it disconnected for now.

It may be as the result of ripple on one of the DC supplies. Check the electrolytic capacitors on the various DC supply rails.

Not sure if this exactly matches your symptoms, but the monitor DIN socket uses an input on one of the pins to detect which type of monitor (if any) is in use. If there is a fault on this input circuit, the computer will only work in the high resolution mode.
