Reading Data from Files

In this program I am working on, a lot of files are deleted & recreated each & every run, but some of them are updated so I would like to see what is in them ... however, although I can read (using WinXP) most files, some are in a Format that I can't read (I've included a screenshot).

Is there a utility available that will enable me to see what these files contain ?
