You can download a program and not be a programmer.
You can be a programmer and never actually write a program.
assement of proper application should be done by the programmer themselves knowing that
there own limitations define the boundries of the objective.
You also need to know the limitations of the tools, and one must master those tools, its not enough to know only your own limitations.
