Is this possible?

Could (with some modification) an Atari ST run any games meant for 90's arcades (I.E Star wars Trilogy arcade, Jurassic park)

or would it have to be cut down port?

There are lots of arcade conversions on the ST. Almost none of them (except for maybe some early games?) are perfect, most needed to be cut down to the STs graphics / memory / sound constraints.

Depends how much modifications You'll put in.

No matter how much cutting down you would do, its not possible to even come close to any of those 2 games for Atari ST. Those are full blown 3d games:

An Atari ST which was released in 1985 will not be capable of running arcade games released in 1994 or 1998.
