When you "collect" old computers chances are, you own a programmer. I have messed up ROMs more than once with integrated flash routines so I would always recommend having one around. So i would guess, a simple bank-switching method would suffice and you could rely on external programmers ...

If the PSU is known working and its only outputting 4-9V then likely something is shorting out the PSU dragging down the voltages. Something would be getting very hot to short out the PSU like that. Likely the PSU is "ticking" into protection mode which is likely why the voltage is low. No...

My guess regarding the STE booster would be, that a lot more people would want one, but lack the capability to install it.
