Of course NTSC will work, the PAL and NTSC mode switch does not depend on the main clock crystal, just NTSC machines were equipped with a bit different crystal:
32.0424 MHz for the ST
32.2159 MHz for the STe

If you want to test: DSOTS: the very first fullscreen with the ULM logo has a white glitch at the top. I wondering what Closure does to detect ST? On the MiST core, it runs only in STe mode, because it seems it mis-detects ST mode as STe. However extra registers are masked, the left DE checking point is adjusted, what else would be?

It's up to each core what video signal comes out of it. These scandoubled original signals usually out of the standard VGA modes, but a lot of monitors can handle them. Seems yours is not the best for this job.

I'm not familiar with the Falcon, but AFAIK the Shifter (or Videl) can steal cycles from the CPU there.

Do you think about STe DMA sound? That uses the shifter RAM cycle during DE off, and doesn't interact the CPU any way. Disk and blitter DMA which grabs the CPU bus, and halts the 68000.

Tape saving is not implemented in any core (if you don't count the save beeps via audio out). Also not trivial, since the file length is not known until you finish the save. Solution: a disk system. AFAIK most disk interfaces for TRS80 is just the well-known WD1772+some ROM with DOS.
