Seems to be an interface for this bus: https://en.wikipedia.org/wiki/Europe_Card_Bus IIRC it was a DIY project of the German c't magazine. At least the small yellow PCB at the left hand end of the flat-ribbon cable is a ROM-Port buffer. Useful to protect the ST and for extending the port's signals.

3meg isn't a supported RAM config on the ST, you probably have 2.5meg :) You are not up-to-date. 3MB IS possible. Back in the day 2.5Mb was quite common on STFs. With a GAL or two 74 TTL you could resurrect the last 512KB again. At least TOS 2.06 counted up to 3072KB but I think that TOS 1.xx supported 3MB, too.
