Take a look at monitors by https://www.beetronics.co.uk/ They sell industrial grade small screens with IPS panels. I have their 15" 4:3 IPS (Model 15VGM), which is gorgeous. In many cases "professional monitor" means some specific feature and completely disregards many other features...

No way it will run HD720 on 60hz. Pixel clock is fixed to 28MHz. Even if your monitor could handle 47Hz, it wouldn't probably handle 720i resolution anyway. You need true multisync monitor from Commodore to display such resolution over VGA. For MiSTer these resolutions are supposed to be output over...

I tried both mame and non mame. The better one is mame, because faster loading time! I had only a handful of games that not running with the missing rom error. But no problems with sound or graphics! The non mame have some issues with graphics and that stays sometimes in the RAM and makes problems ...

It's more wise to spend your $50 to buy an RPi for this purpose.
GPU is not the thing can be easily coded by amateur using low-level FPGA. Check the frequencies of GPU.
