Regarding RISC: only RISC like CPU in Atari product was Tom and Jerry in Jaguar.

Just format flopy in HD format on PC and Falcon will read it.
Or you can format HD flopy on Falcon and PC will read it (select A icon on desktop and "Format" from dropdown menu).

For plain 16MHz Falcon MagiC is certainly more suitable (more "wow" effect) than MiNT which is quite slow, slower than TOS. Yes, MiNT is slower than TOS but that also applies to MagiC ;) MultiTOS was slow, MiNT has never been slow. MagiC is faster and much smoother than plain TOS - my sub...

I am puzzled why Atari build these Sparows?

Are they planed to mass produce them?
Looking at motherboard they are quite different than Falcon.
Did Sparows was made for outside software and hardware developers? Or they were used only by Atari Corp developers?
